Regulators work by using a small heater inside that when 'on' heats and causes a bimetal strip to cut off the power. This time till it cuts of is varied by the knob position. If the controls have lost there 'neutral' the heater will not heat and not cut off. Check on the working control for which connection is short to the neutral of the terminal block at the back. The same connector on the non working controls should also be connected to this connector.

There should not be any difference in the elements and it may be the case that the controller has been damaged by the failure of the element and needs replacing. You can check and prove this by swapping the element with another ring and comparing the results.
