The image seems to indicate that the LED head is movable - is this right? I'm thinking of using it to mount outside on a soffit board (out of reach of rain), to illuminate my drive at night. Would it be suitable for that?

Yes it should be suitable as it is supplied with mounting brackets and fixings.
My garage is away from the house and no electrics.

We do not have information on the 'on time' for this sensor but if there is movement within the area of the sensor range it would continue to come on repeatedly so should be suitable.
