THE WASHER FILLS WITH WATER, RUNS THROUGH THE WASH CYCLES, THEN DRAINS THE WATER. THE PROBLEM IS THE DISHES IN THE TOP TRAY ARE NOT BEING WASHED. WHAT COULD CAUSE THIS/

There are a reasons .If the spray arm does not rotate freely or the jets are blocked or if the seal on the pipe as it connects to the top basket is loose/leaking then the top spray arms may not be working effectively. If all these check ok then some machines have a diverter valve to turn off the top tray on some cycles, This may have stuck and need replacing.
