i have fitted a new thermostat but has made no difference

Top ovens will usually use the grill and a base element. If either are not working the oven will struggle to heat. It is more likely to be a faulty element but could be a damaged switch.
does this switch regulate the heat to the top oven and also is it the same switch for the bottom oven
