Re problem of fan running constantly is the thermal switch mentioned the same thing as themal limiter syrrup thermostat, and is it located at rear of oven? 1 Answer

We believe this is a 'thermal cut out' designed to shut the oven off if it overheats. You are looking for a 'thermal cut in' that would normally connect when the oven warms to start the fan.
thermostat nearest grill element is working but there is another thermostat on top of oven could this be causing the issue

I'm looking for the upper control cavity fan thermostatic switch which turns on the fan when the oven gets above a certain temperature. It sits on the back of the oven next to the element terminals and looks exactly like this item except the writing is in a much paler yellow. It seems to be denoted 03B in your exploded diagram Electrical Equipment 268. The picture of it seems accurate but the descriptions of the 3 thermostats in that diagram, 003, 003A, 003B are dreadfully confusing, (read wrong!) I just need to confirm that this switch is open circuit when cold, closes as the oven temperature rises turning on the upper fan, then opens again when the oven is turned off and cools down.

This is the thermal switch that should start and stop the fan as the appliance heats or returns to cool. It is likely to be the cause of your problem.
