From the look of the exploded diagram it looks like there are two screws in the front of the top that need to be removed. These may be hidden by a rectangular sticker across the front. Press carefully over the sticker (if fitted) to see if there are 'holes' beneath.
Do this spare part hold the front wheels on or are they for another part of the mover as there is not a picture to display what the part is, we have a small qualcast lawnmower powered by electric

This is a short 'Axle pin' that attaches the wheel to the mower.
