Check for a blockage in the cyclone as this may cause it to pulsate.

It is likely the water has damaged the internal components, you will need to access the damage inside to find the fault.

The information we have from Dyson suggests the blue flashing is the battery is low on charge but if you have changed that is could be a connection problem inside the vacuum.
I have a DC59 which only operates for around 30 seconds. Blue light flashes 10 times indicating charge required. Charged until light goes out, same thing happens. Is this the battery? Charger output voltage is 26volts 1 Answer

It sounds like the vacuum charger is charging but the battery is not holding the charge so it is more likely to be the battery.
