I have a double built in oven ,the bottom oven comes on when the control is of and has to be switched of at the wall switch .The oven will come on with the normal control but the temprature is not controlled . is it a thermostat problem or something else

The problem is likely to be the switch on the thermostat itself as it sounds like it is constantly closed and does not open to shut off the element.
