      I have now bought three of these and they are either on or off. no thermostatic control.WHY

        These controllers regulate the heat by cycling on and off, so for half heat the control will be fully on for half the time. The control has a small heating element inside that heats a bimetal strip to open the switch. If the neutral is not connected to the control then this would not heat and cut the control off.
