If this part has blown and its replacement has blown what is wrong - is it the motor?

Panasonic vacuum stopped working with a loud noise from the motor. I opened it up and found a nut from the end of the motor had come loose causing the noise and then assumed that it had caused the thermal fuse to blow. I replaced the nut on the end of the motor and replaced the fuse. When I powered up the motor whimpered then the fuse blew - back to square one. Is the motor burnt out?

    It is likely the motor has been damaged and needs replacing.
