How will I know if it's the PCB that has failed ?

The PCB failed five years ago and was replaced. The fan has failed again and the PCB appears to be fine (last time the PCB had burn marks on it). How can I tell if the PCB has failed again or if it's the fan that has failed ?

    Check the fan motor with a meter and that it spins freely. If this is OK then it is reasonable to assume the fault is with the board. If no signs of damage can be found on the board it is not possible for the average person to prove faulty without replacing it.
